Rick Nemer is a member attorney in the Austin and Waco offices of Naman Howell. His practice focuses on administrative, business, and corporate law. Rick represents electric, water, and telecommunication clients in proceedings before the Public Utility Commission and the Texas State Office of Administrative Hearings. Prior to joining Naman Howell, Rick served as a staff attorney for three state agencies, including as a senior staff attorney for the Public Utility Commission, where he represented Commission staff on base rate cases, certificate of convenience and necessity proceedings, sale, transfer, and merger proceedings, and consumer complaint proceedings.

In addition to his administrative practice, Rick utilizes his past experiences as senior contract counsel at the Health and Human Services Commission to assist a variety of clients with drafting, reviewing, and negotiating a wide range of solicitation documents and contracts.

In his free time, Rick regularly engages in pro bono services in the local community and has been recognized for his efforts by the State Bar of Texas and Volunteer Legal Services of Central Texas.
