Naman, Howell, Smith & Lee represents clients in matters involving
water law on a regular basis. In addition to serving utilities, water
supply companies, municipalities and other suppliers, the firm represents
landowners and other stakeholders in contract negotiations, regulatory
permitting matters before the Texas Commission on Environmental Quality
and groundwater conservation districts.

retail or wholesale, along with administrative appeals related thereto.
In fact, the firm has handled the only wholesale water rate appeal to
be decided by the TCEQ, earning a complete victory for the client.
