Profile
Phil Gordon is a member attorney at Naman Howell who maintains an active civil litigation practice across multiple areas of law while also providing counsel on regulatory compliance matters. He leverages his substantial courtroom advocacy skills to resolve complex disputes throughout all phases of litigation in both federal and state forums.
While Phil handles a diverse litigation portfolio, he brings particular insight to disputes involving land development, real estate, construction, environmental compliance, and land use regulations. His work encompasses both litigation and compliance in these areas, including environmental enforcement defense, land use controversies, real estate disputes, construction litigation, and related administrative proceedings.
Phil also regularly handles constitutional law matters, including First Amendment challenges, election disputes, and redistricting litigation, with appearances before federal district courts, U.S. courts of appeals, and the Supreme Court of the United States.
During law school, Phil clerked for the Texas Commission on Environmental Quality in the General Counsel's office, working directly with the General Counsel and commissioners on enforcement actions and contested cases.
Phil holds his master's degree in Community and Regional Planning from the University of Texas at Austin, and his law degree from Baylor Law School, where he earned a concentration in Real Estate and Natural Resources.
