Profile
Phillip Gordon is regulatory counsel and a civil litigator with a national practice focused on constitutional disputes, ethics investigations, government-facing compliance, and redistricting. He provides counsel on matters involving campaign finance, lobbying regulations, professional and governmental ethics and administrative obligations, the Telephone Consumer Protection Act ("TCPA"), and First and Fourteenth Amendment issues, and also represents clients in trial and appellate litigation.
Phil advises political committees, officeholders, advocacy organizations, contractors, and other regulated entities on compliance strategy, disclosure frameworks, and internal risk management—particularly where legal obligations intersect with public scrutiny or institutional complexity.
In addition to his advisory work, Phil has served as lead or principal drafter in major cases before federal district courts, multiple U.S. Courts of Appeals, and the Supreme Court of the United States. His litigation experience includes constitutional challenges to government action, voting rights and redistricting disputes, due process and equal protection claims, and high-profile enforcement defense.
Earlier in his career, Phil served as Associate Counsel to President Trump’s 58th Presidential Inaugural Committee, where he handled legal compliance and oversight during a period of heightened regulatory attention. He spent nearly a decade practicing in Washington, D.C., where he developed deep experience advising clients operating at the intersection of law, politics, and public accountability—and maintains strong professional connections across the legal and policy communities.
