Wesley Lloyd practices in a broad range of fields involving natural resources.  His practice is focused primarily on oil and gas law, water law, environmental law and construction law. 

Mr. Lloyd's oil and gas practice consists of frequent representation of landowners in the negotiation of oil and gas leases and pipeline right-of-way, in the Barnett shale play and throughout the state.  Mr. Lloyd also litigates oil and gas cases, such as surface accommodation issues and royal payment disputes, along with condemnation of pipeline easements.  In the Spring of 2008, Mr. Lloyd was appointed by Governor Perry to serve on the Boards for Lease for the Texas Parks & Wildlife Department and the Texas Department of Corrections.  The three-member boards are responsible for leasing land owned by the TPWD and DOC for oil and gas development.

In the water law arena, Mr. Lloyd represents buyers and sellers of surface water and groundwater in contract negotiations, and in permit applications and challenges before TCEQ and other administrative bodies.

In the environmental law field, he has experience as a law clerk for the Texas Attorney General's Office Natural Resource Division, including enforcement actions and administrative appeals.  He represents clients before state and federal agencies, including the Texas Commission on Environmental Quality (TCEQ).  His environmental litigation experience includes contested cases on environmental permits, nuisance suits, CERCLA cost recovery actions, and claims under the Federal Clean Water Act.

Mr. Lloyd also represents contractors, owners and construction managers in transactions and litigation.  He is currently a Visiting Professor of Construction Science at Prairie View A&M University, where he teaches a class on construction law and ethics.

Mr. Lloyd was born in rural West Texas and raised in Austin.  He offices centrally in Waco, but consults with and represents clients throughout the State of Texas.
